Human Trafficking and Smuggling
Human Trafficking and Smuggling are distinct but often interrelated issues that exist across the humanitarian and development nexus while also intersecting with justice and the rule of law.
Our work enhances, designs and refines programmes that meet the critical protection needs of refugees, displaced people, migrants and trafficked/enslaved persons and survivors.
HII provides evaluative and monitoring services that help displaced people, migrants and communities at risk of exploitation better receive services that enhance their protection and rights; and helps governments to prevent exploitation, corruption and harm from crossing borders and entering communities.
Our multi-disciplinary expertise helps actors increase the impact of their refugee, displaced persons, borders and migrant programming through performance evaluations and learning reviews.
We also work on Modern Slavery and Human Trafficking programmes including exploitation hot spots and where circular migration is being planned.
Our Borders-focused analytical and strategy work includes trade, cross border illicit goods trafficking, strengthening borders and risk based analysis.

Project Examples
End of Project Performance Evaluation of the Education Consortium of Iraq, a US funded project delivered in 23 Districts of Anbar, Diyala, Sohuk, Kirkuk, Ninewa and Sala al-Din governorates covering 260 formal schools, 11,000 teachers and almost 130,000 students in formal and informal education.
Mid-term evaluation of IOM’s COMPASS program involving primary source data collection in Nigeria, Egypt and Ethiopia. This was a theory based evaluation involving a reconstructed theory of change. The learning-focused evaluation report has since been published.
