Humanitarian and development actors have an obligation to build and promote (or at least not undermine) Inclusive Societies, either through dedicated programs or as part of other programs.

Inclusive Societies means the creation of communities, systems and institutions that increase participation and equality for the benefit of all community members regardless of background, identity or circumstance.
