East Europe, Balkans & Caucases

The Humanitarian Impact Institute works extensively across eastern Europe, the Balkans and into the Caucases.

Project Examples

Our multisectoral work in the region ranges from emergency humanitarian relief & stabilisation to press freedom.

Evaluation of CCD Localisation

HII was selected to conduct an evaluation of the Cash Delivery Network’s localisation program in Romania, Poland and Ukraine for Save the Children, Oxfam, Action Against Hunger, Danish Church Aid and JERU. The purpose of the project was to trial different models of localised cash delivery mechanisms. HII’s evaluation compares the models and provides ana anlysis of their comparative benefits and successes for future scaling.

Humanitarian Response Evaluation

This is an evaluation of a combined CAFOD, DePaul International, DePaul Ukraine and DePaul Slovakia emergency response program to support displaced people in the most affected parts of Ukraine, starting in the earliest days of the 2022 invasion. The response was multi-sectoral providing MHPSS, cash, in-kind and shelter assistance. Evaluation fieldwork has been conducted across Ukraine including in Kharkiv, Odessa, Zaporizhzhia and Dnipro.

Support for Independent Media

HII evaluated the EU funded ‘Emergency Support to civil society and media in response to the Ukraine war (ESU)’ project delivered by ERIM in Ukraine, Georgia, Belarus, Moldova, Romania, Bulgaria and Armenia with local partners the East Europe Foundation, Human Rights House Foundation, Human Rights House Tbilisi, Belarusian Human Rights House and TF-Black Sea Trust. The project supported CSOs and media to continue their work by strengthening their resilience and effectiveness through emergency
fund, capacity building and advocacy actions.

Learning Review of Red Cross Response

HII conducted a learning review for a large number of Red Cross movement entities on its response to the Ukraine emergency in the recently de-occupied areas of Ukraine including Kharkiv, Balakliya, Izyum, Shevchenkove, Kupyansk, Vovchansk,
and Borova. The learning review examined the roles of the various Red Cross entities during the response, its effectiveness and opportunities for future roles for the movement in the Ukraine response.
