Localisation Assessments
Overview
The Humanitarian Impact Institute has conducted more localisation and partner-led-programming assessments and learning reviews with INGOs than any other organisation in the past 2 years. We have conducted Localisation Maturity Assessments in evaluations, learning reviews and strategy design.
Working extensively with local/national organisations and INGOs and some donors has meant we have been able to observe a deep level of practical challenges, lessons and opportunities for implementing localised approaches.
In particular, our clients value our ability to provide industry-wide benchmarking and advice on the maturity of different partner-led models as well as more fundamental organisational transformation to a localised operating model.
For local and national actors, HII is able to provide guidance on how best to integrate into the humanitarian and development ecosystems and be involved in eco-system level decision making at the national and sub-national levels.
Localisation Maturity Model
Localisation is a journey for most INGOs.
The Humanitarian Impact Institute has developed a Localisation Maturity Model to help INGOs visually represent their progress on the localisation journey. This visual representation pinpoints the opportunities for localisation approaches available to INGOs, and can also benchmark progress across the sector.
The full Localisation Maturity Model contains definitions of immature and mature states so that facilitated self assessments of maturity are possible. The image below is a demonstration of the high level view of the Localisation Maturity Model.
